Please disregard above declaration report by FRA 307. It was written by me and was my mistake, and FRA307 was the one who has Starboard tack.
I was not able to recognize him while I’m trying to start, and it was too late when I ad found him so there was contact then I did 360 degree turn with one jibe and one tack.
